Application Process: Evaluation Criteria


PROJECT SELECTION/APPROVAL

The project selection process for the SRTS Program starts with an Application solicitation period. Applications for the initial round of SRTS funding may be submitted between dates to be established in September and November, 2007.  Subsequent years will follow a similar schedule. 

All applications will be screened to assure eligibility.  Eligible applications then will be reviewed, graded, and ranked by the SRTS Advisory Board.  Grades are based on a scoring system created in consultation with the Advisory Board, ALDOT Safety Management staff, and FHWA. The scoring system will assess the quality and completeness of the application and the effectiveness and benefits of the proposed project. Applications will be ranked numerically to prioritize projects within the funding available each year.

The prioritized list of projects will be submitted to the ALDOT Chief Engineer/Deputy Director and the Director of Transportation for final selection. Approved projects will be funded as SRTS funds are appropriated.

All approved applications will be funded until funds are depleted. All non-funded applicants will be notified of their status and encouraged to re-submit a proposal the next application cycle. 

All unresolved issues, disputes, and appeals concerning the SRTS program will be forwarded to the Director of Transportation for resolution. The decision of the Director will be final.

Urban and non-urban area applicants that receive funds in the initial round of funding will not be eligible for awards the following year.  This procedure allows school districts and/ or communities within the state equitable opportunity to participate in the program and to access SRTS funding.
